Why is there confusion about bright children in Region 6?

WHY is there confusion about gifted / very bright children in Region 6?

How accurate is the marking of the Composition in the National Grade Two Assessment?
Why should markers and officers assume that children cheat and penalise them during the marking?
 Why is it a child must get 0 for a flawless composition because ‘no child can’t write so good?
I am asking these questions because it seems that the markers expected children to fail.
The officers and markers should have been saying: Wow! Who is this child? Who are the parents? How can we get the other children to improve or reach this level?
 
Oh Guyana! Wake up!
