Regional Land Selection Committees should be involved in land distribution

THE recent swirl of opinions by residents of the various regions highlights the facts that there would be widespread corruption regarding the abolishment of all the Regional Land Selection Committees in the country.
All of this occurred although an ambitious National Policy on Land and House Lot Distribution 2002 programme was enunciated in which regions were publicly assured that they would be involved in the land selection process. Members of this committee are no more a part, or even invited to sit on, land selection committees,

the passage of new legislation and the establishment of the autonomous land selection with a broad based governing body was approved in parliament in 2002.
This effectively removed it from being a department under the Lands and Surveys Department. While the distribution of land for shelter and settlement and the allocation of house lots comes under the jurisdiction of the Central Housing and Planning Authority ( CH&PA) which has a statutory mandate connected therewith (Housing Act Ch 30:02).
The new passage of legislation in 2002 caters for Regional Land Selection Committees in each region with representation from the NDC’S, Municipalities, Regional Housing Officers and the Regional Vice Chairman being the Chairman of each committee. All acts of the Committee and all questions coming or arising before the Committee, shall be done and decided by the majority of votes of such members of the Committee as are present and vote thereon.
Any decision, order or act of the Committee arrived at given or done under the powers hereby conferred upon it shall be deemed to be a decision, order or act of the Central Housing and Planning Authority, and the Central Housing and Planning Authority shall not do omit to do, anything which may conflict with or hinder any such decision, order or act of the Committee.
The Minister may from time to time issue such general or special directions to the Committee in respect of the exercise of the powers, duties and functions of the Committee under this part as he may think fit, and the Committee shall comply with, carry out and enforced such directions.
