I WISH to refer to a letter in the Kaieteur News of Friday January 4, 2013 written by Carl. A. Parker under the caption, “Exposing a dictator in the Rupununi”
Kindly permit me to state the following: 1. The writer of the letter is an APNU political activist who is a Regional Councillor of Region 9.
2. Parishara is not a village. It is a satellite community of Nappi village which is represented on the Nappi village council by a senior councillor. Just like the Hiowa community.
3. The “problem” with the Parishara community is that its “nominee” for the office of senior councillor at the last village elections was rejected by the returning officer who is the clerk of the Region 9 RDC on the basis of alleged wrongdoing and was under investigations by the Ministry of Amerindian Affairs (MOAA). Another resident was nominated for the post of senior councillor who won. The fact of the matter is that the returning officer was simply making preparations for village elections according to section 66 (2) of the Amerindian Act 2006 which resulted in the rejection of the “nominee”.
4. The MOAA completed its investigations and the “nominee” who was rejected by the returning officer was fully aware of the investigation findings against him as well as his obligations for village reconciliation. The rejected “nominee” is a former Village Toshao. Instead of writing absolute trash on this matter, councillor Parker should have first enquired whether or not the rejected “nominee” had fulfilled his obligations.
5. But an anti-government faction in the Parishara community in their lawlessness conducted their “own elections” and “the officers so elected will be the Village Representatives”. This was stated in a letter which read and discussed at the last Region (9) RDC 2012 meetings as was stated in councillor Parker’s letter to Kaieteur News and Stabroek News.
6. Congratulations to the Region 9 administration and the Ministry of Amerindian Affairs (MOAA) for their Non-Recognition of the “Elections” conducted by Parishara’s anti-government faction, since those “Elections” were not in conformity with the elections Provisions of the Amerindian Act 2006 and therefore constitute a gross violation of the said Act.
7. Further, Councillor Parker must understand that the Region 9 administration is not the authority to address Parishara’s “Elections” which were illegal. The MOAA is the authority.
8. The current “Problem” in the Parishara Satellite community is a result of dirty opposition politics at work promoted by Councillor Parker who said in his mischief letter that, “it is hoped that the revolution is spread to other communities”. What revolution may I ask? It was an act by the political opposition which will not benefit the Parishara community and I do hope by now the residents who supported the mischievous act have realised this and are quickly taking the necessary corrective actions to reverse this backward move.
9. I am therefore appealing to all the Amerindian villages and communities of Region 9 and the other regions of Guyana to reject the lawless advances of the parliamentary opposition parties, since they have absolutely nothing beneficial to offer just to make Amerindians mere digits in their defective voting machine.
