IT boggles the mind how many officials in Guyana wait for something to go wrong before acting. Synergy should have been looked at more closely to see how they could overcome what appears to be little previous road building experience, and not just qualify based on lowest price and good paperwork. It is not just the lowest bidder, but who can demonstrate it can and has done similar jobs.
The idea that Synergy will only be paid for work done, that there is a deadline and possible penalties are not sufficient when the start of the project depends on the completion of the road and impacts on overall project costs. Mr. Willis should have demanded alternate plans if the work schedule was delayed. The idea of hiring other contractors or not having desired equipment or workers should have been a reason to be alarmed sooner. Without using more contractors and possible parcelling out parts of the work in the middle and end, this deadline has little chance of being met. Guyana deserves better.
