CABINET continued its focus on the finalisation of legislation on its priority list at its Tuesday meeting, Head of the Presidential Secretariat (HPS), Dr Roger Luncheon said yesterday. He told reporters attending his weekly media briefing, at Office of the President, Shiv Chanderpaul Drive, Georgetown, that, in its commitment to enhance business competitiveness in Guyana, Cabinet had agreed to legislate and introduce electronic registration and incorporation of businesses. “To that end, new statutes and amendments to existing statutes and regulations would soon be completed and tabled in Parliament,” Luncheon informed. He said the final draft of the Sexual Offences Bill 2009 was presented to Cabinet by Minister of Human Services and Social Security, Ms. Priya Manickchand and, after discussions, it was approved for tabling in Parliament. “Cabinet noted that the bill to give effect to its undertaking to place the New Building Society (NBS) under supervision by the Bank of Guyana was being drafted,” Luncheon said. He also reported that Cabinet noted the submission of other draft legislation, specifically those prepared under the rubric of the Justice Sector Reform, including the Juvenile Justice Bill; the Legal Practitioners Bill; the Rules and Regulations of the Judicial Service Commission and the Contempt of Court Bill 2009. About the last, Luncheon said: “The intention is to incorporate those features in the Contempt of Court Bill, that would, indeed, allow practices that are established in other jurisdictions to be available to Guyanese, the media and critics. “…who would now, once this bill is enacted and, of course with due respect to the Court, feel free not to be bond slavishly to this principle of sub-judice matters.”
