THE letter written by Ganesh Singh “The 2009 Budget lacks vision” printed in the Kaieteur News is not an accurate reflection of the Budget. I think that it is the writer who lacks vision and the knowledge to comprehend what is in the Budget. His letter has no merit and only seeks to create confusion in the minds of people. Mr. Singh should point out where vision is lacking; and considering the global environment, he should make recommendations of what should be done. Where in the budget lacks vision when there are incentives in it to ensure the provision of jobs, creation of wealth and building human resource capacity? Why is it that over $7B will be spent on infrastructure which is critical for investment, $20.4B on education which involves training, $800 million for the establishment of a technology park? Isn’t this vision, Mr. Singh; perhaps you can tell us what your definition of vision is. Secondly, from all standpoints, there are no signs that the budget is “out of touch with what is happening”. As a matter of fact, if the writer had carefully listened and understood, then he would have observed that the Budget is crafted within the global context. It was never mentioned that Guyana will not be affected and the road ahead will be “smooth riding.” The Minister stated that a mix of prudent and cautious policies will be used to help cushion the impact of the crisis and to help preserve macroeconomic stability in light of the challenging environment, while at the same time Government will continue to invest in the physical infrastructure to allow for growth and development.
