President needs to dig a little deeper into construction projects

A report in S/N said that in an address last week at the Guyana Diaspora Project in New York, President Ramotar explained the deterioration of newly built roads and other infrastructure in Guyana resulting from local contractors being “swamped” and unable to get materials on time and within their budgetary allocations. As a solution, he was reported to have said that government was considering allowing foreign contractors to enter the market.  One writer asked: “How exactly would the problems stated be solved by looking to foreign contractors?” Why not address the reasons given for materials, budgetary or swamping problems, whatever that means?”
 
Hopefully, this report was not exactly accurate, since it failed to explain why the roads would deteriorate unless they were allowed to be built with inferior materials, without proper government supervision. Why continue to give contracts to companies that failed once to build roads to “proper” specifications that deteriorate? Why not in the first place seek out companies regardless of origin to best give taxpayers their monies worth?  Is it not local labour that mostly benefits from local contracting but local profits to the contractors?
The President needs to dig a little deeper into the entire process of how construction projects are developed, built and managed. There may be accountability/competency factors missing here. Insanity is doing the same thing over and over again and expecting different results.
