LEGAL metrology inspectors of the Guyana National Bureau of Standards (GNBS) have undergone training to monitor the custody transfer meters on the Liza Destiny as Guyana prepares for first oil.

Guyana’s petroleum sector is progressing swiftly with first oil expected at the end of this year.

The Government of Guyana, through the relevant agencies, is ramping up preparations to oversee the exploration, development and production in the industry through capacity-building and other measures.

According to the head of the Legal Metrology Department, Jermaine Softley, “several legal metrology inspectors are currently benefitting from a measurement training that supports monitoring the accuracy of the custody transfer meters which are responsible for the volumes of oil lifted and sold.”

The training is part of an overall project to build the capacity of the requisite staff within the GNBS to serve the oil and gas industry and comprises of three phases, which includes to review the flow process of the meter skid on the FPSO and to verify the measurement points, equipment type, sample points, and valve sealing process.

The GNBS inspectors will also be trained on the calibration of a prover loop based on the water-draw method.

A consultant from Bureau Veritas is attached to GNBS for the next month and the training will be carried out in accordance with the relevant API standards.

“It is anticipated that after the completion of the project, inspectors would become significantly knowledgeable on the fiscal metering system and the importance of ensuring that the equipment used at the critical measuring points are calibrated,” Softley said.

Accuracy of the custody transfer meters is essential for any oil and gas platform since this is used to determine the quantity and financial value of product transaction.

The project is supported by the Guyana Petroleum Resources Governance and Management Project and aims to enhance the government’s capacity to achieve its management goals for the petroleum sector through interventions focused on legal and institutional frameworks, and the strengthening of the capacity of key institutions to manage the oil and gas sector in Guyana.
