Life of Police Service Commission ends in 18 months

THE life of the Police Service Commission (PSC) headed by Omesh Santayana would end in eighteen months, according to instruments of commission the commissioners received back in 2014 from former President Donald Ramotar.The PSC was sworn-in in September 2014 after then Opposition Leader David Granger and former President Ramotar agreed in August that year on the names of the four commissioners and its chairman.
In this case the PSC has at least one more major police promotion to pronounce on if it maintains the tradition of promoting senior police officers at the end of the year.
During an interview with persons close to the operations of the PSC, this publication was told that the commission was comfortable with the recently announced promotions of senior police officers.
According to information received, those persons who were promoted recently were not on the approved promotion list of 2015. Sources also confirmed that the PSC is very optimistic that the President and Opposition Leader would soon engage each other on the issue of Deputy Commissioners of Police once the recommendations are made by the Police Commissioner.
According to the protocol of the process, the Police Commissioner would make a recommendation to the Minister of Public Security who would then forward that information to either the Cabinet or the Commander-in-Chief of the Armed Forces.

CLEAN SLATES
The President would then engage the PSC to ensure that those who are being recommended for promotion to Deputy Commissioners have clean slates and no pending disciplinary matters.
After such a verification, in addition to the record of on-the-job performance, the President would then invite the Leader of the Opposition for discussions on the way forward.
Meanwhile on the issue of retired Senior Superintendent of Police Courtney Ramsey, the Guyana Chronicle was informed that the PSC feels insulted by his remarks carried in another section of the media earlier this week.
It was noted that the former senior police officer was not promoted during the 2015 end-of-year promotion because he was retiring in April this year, allowing a mere four months on the job after attaining the position of an Assistant Commissioner.
The Guyana Chronicle understands that among those on the list of senior officers recommended for promotion in 2012, Senior Superintendent Ramsey was not listed.
