National Assembly meets today : …AMLCFT (Amendment) Bill up for third reading

Written By Vanessa Narine
THE 63rd sitting of the first session of the 10th Parliament of Guyana convenes today with a number of crucial issues on the 32-page agenda, foremost among which is the Anti-Money Laundering and Countering the Financing of Terrorism (AMLCFT) (Amendment) Bill. The bill is slated to be read a third time, if it passes the House, a possibility that still hangs in the air.

However, Government’s Chief Whip, Gail Teixeira, has said the Bill is ready for the House; and as Chairperson of the Special Select Committee on AMLCFT Bill, she is expected to present the Committee’s report on the Bill today.
A Partnership for National Unity (APNU) Leader, David Granger, in recent comments to the Guyana Chronicle, made it clear that his party does not believe the Amendments are justified.
APNU Member of Parliament (MP), Deborah Backer, on that note, stated that the government has put the Opposition in a position where they will not be able to support the bill when it comes to the floor.
Leader of the Alliance For Change (AFC), Khemraj Ramjattan, told this newspaper that his position on the AML/CFT Bill has not changed; the establishment of the Procurement Commission must receive the Government’s support before his party supports the AML/CFT Bill.
The Deeds Registry (Amendment) Bill 2012 is also up for a third reading and passage in the House.
Scheduled for second readings are the Telecommunications Bill, the Public Utilities Commission (Amendment), the Guyana Cricket Administration Bill and the Land Surveyors (Profession) Bill 2013.
The House is expected to see some eight motions and 22 questions to be asked by MPs.
On the agenda too is the tabling of several reports, including the report of the Auditor General to the National Assembly on the Public Accounts of Guyana and on the accounts of Ministries, Departments and Regions for the fiscal year ended December, 31, 2012.
