Parker unqualified to speak on Leadership, Good Governance in Rupununi or any other part of Guyana

I WISH to refer to a letter in the Stabroek News written by Carl Parker in its issue of Monday July 1st, 2013 under the caption, “Response to Mary Charlie, Peter Persaud”.
Permit me to state the following in relation to Parker’s letter:

1. Carl Parker needs to seriously re-check the Guyana Chronicle for the correct date my letters which responded to him were published. The same goes for Mary Charlie’s letter where the dates are all wrong.
2. Parker must read the Guyana Chronicle or the Guyana Times newspapers for my response to his letter, since the Stabroek News and Kaieteur News, for years now, have stopped the publication of my letters. Maybe it’s their editorial policy, but I am least bothered about that anyway.
3. Now on Parker’s claims. Parker said, “In 2006 October, I had written President Jagdeo about pervasive corruption in the region. That was after the REO, Chairman and RDC failed to address same at my instigation, and the President called on citizens to provide proof of such corruption.” But the president was in order, since Parker who was at the time Deputy Regional Executive Officer (DREO) of Region 2 resigned from his post because of an investigation against him on the matter of financial improprieties in relation to a Georgetown visit. The question here is, why Parker resigned if he was ‘anti-corruption’?
4. Parker was then employed by SOL in Bartica, but he was dismissed. Parker claims, “I was dismissed alright, but I am not at liberty to disclose the circumstances. I am prepared to accept the blame for what transpired that Sunday afternoon.” Can Parker say what transpired that Sunday afternoon which led to his dismissal from SOL? So here it is Parker was dismissed by SOL but cannot say why he was dismissed?
5. In October 1991, Parker was posted to Aishalton Village to work as the District Development Officer (DDO). In September 1992, the parents of a 16-year-old waged a battle with Parker for having a relationship with their daughter who was yet a minor. The parents of the child by way of strong letters dated 11th September 1992 (by father) and 4th October 1992 (by mother) complained bitterly to the Regional Democratic Council (RDC) and the regional executive officer (REO) about Parker’s misconduct as a Government officer in Aishalton Village and the need for his removal. The Toshao and Village Council also intervened on behalf of the parents and in a letter dated 13th September 1992, sent to the regional chairman, Lethem, Region 9 in connection with Parker’s misconduct and their concern, called for “disciplinary action” to be taken with “immediate effect.” Parker left Aishalton village unceremoniously.
6. A letter dated 21st August 1992 was sent by the REO to Parker with reference to the non-payment of salaries to teachers and pension to pensioners. The letter stated, “the frequency with which these reports arrive indicates that you are not managing the finances under your control as expected of you. “I have had several discussions with you on this issue and it appears that you have been giving me false assurances. “Please note that your behaviour is most unbecoming for a senior officer and steps will be taken to thoroughly investigate these reports.”
7. A letter dated 14th December 1993 sent by the Senior Personnel Officer (AG) to the REO on the subject  “misusing official property.” The letter states: “ I wish to bring to your attention that after informing you verbally about the misuse of our radio transmitting set battery, it has now become the norm of the Assistant Regional Executive Officer (ag.) Mr. Carl Parker, in your absence to use the radio battery to play his personal tape in office during working hours, thereby disturbing workers from carrying out their duties efficiently, due to the different types of music being played in office. May I state further that this tape was played almost every day in your absence and the radio set disconnected, so that there was no radio communication within and out of the region. Mr. regional executive officer, I wish to state the dissatisfaction of the performance being displayed by the administrative head of this region in your absence, which leaves much to be desired.”
8. Letter dated 17th August 1992 sent by Lawrence  Joseph, District Education officer (AG) to Carl Parker seeking clarifications on an allegation that he proposed to a parent that her child who “did badly” at the April SSEE exams can re-sit the said exams for a sum of money. Mr. Joseph  said in his letter, “ I write this letter with very deep concern and will further be writing to the relevant authorities and ask for a full investigation.”
9. Letter dated 27th January 1994 sent by REO to Carl Parker  under the subject ‘Unethical behaviour- unbecoming a senior officer’. The letter states, “with reference to the above subject, you are advised that your behaviour when placed in a position of trust is unbecoming of a senior officer. You were entrusted to make payment to Mr. M. Khan who kindly extended credit to the staff party Committee as regards refreshments and also gave us the use of his building for our annual staff party. This you failed to do in full as you only paid a part of the sum entrusted to you to Mr. Khan giving him the impression that the committee was responsible for the balance. On the 11th January 1994,  I was approached by Mr. Khan who enquired as to when he would be paid the outstanding balance. I called yourself and the assistant secretary (finance) Mr. Davidson to my office for an explanation on the said day. Mr. Davidson who had in his possession a financial statement with supporting receipts, knew nothing of any outstanding balance. On checking with Mr. Khan that same afternoon, I was told that you had paid in the outstanding sum on the very day being the 11th January, 1994. You are hereby warned that this administration in which you function in a senior capacity looks with disfavour on such practices. Should there be a recurrence of this nature, serious disciplinary action will be recommended.”
10. Letter dated 14th July, 1998 sent to Permanent Secretary, Ministry of Local Government from REO, Region 9. This letter requested the Ministry of Local Government to conduct an investigation over claims of incurred expenditure by Carl Parker when he was on a CDC assignment in Georgetown.
11. Mr. Editor, with reference to what was mentioned above, Carl Parker is totally and absolutely unqualified to speak on Leadership and Good Governance in the Rupununi and in any other part of Guyana. In relation to corruption, he should not even mention or write the word. In this regard, can he say why the GPSU and the PNC/R abandoned him when he was DREO in Region 2?
