THE Chronicle needs to look further than the provision of technology as a sign that the GPF is somehow getting better. The truth is that the GPF is facing local criminals and not international terrorists or US- organised crime families. With the exception of adequate forensic facilities and competent technicians, the local police force should be able to combat most crimes. To do so, they must be reasonably educated, trained, dedicated and led. Sending a few people overseas for technical training in equipment or investigative techniques could be helpful, but just for normal policing to various foreign countries may be less so.
Salaries and equipment are important for an effective force, but even more important is the individual attitudes of both ranks and officers. The quality of leadership in providing strategic crime- fighting policies and monitoring them closely, will increase effectiveness and create better morale and an organisational culture for success.
A few outside police professionals in policing strategy and investigative techniques would bring an immediate improvement to an ingrained culture, if the government is willing and bold enough to take the heat. One can only hope, that government would realise that the justice system, like other infrastructure also need rebuilding with more experienced people from the outside.
