Police Force confirms 53 ranks, 78 graduates from FAPC : …Commissioner Brummel says walk plank of professionalism

CHARGED with conducting themselves in a professional manner as ambassadors of the Guyana Police Force, 53 ranks were yesterday confirmed in their substantive positions as constables, while another 52 graduated from the Felix Austin Police College, along with 26 immigration ranks. altCommissioner of Police (ag),Leroy Brummel, congratulating the ranks, pleaded that they “do not fall among thorns”, as he reminded of the critical role of the Guyana Police Force.
Brummel inspected the passing out parade that was held at the Tactical Services Unit’s drill square at Eve Leary, in the presence of several senior and junior ranks of the police force and the families of the graduates.
The Police Force, he said, is indispensable as it is tasked with the maintenance of law and order in Guyana.
“The greatest weapon you can truly use when instituting change is to educate,” were the words of the Police Commissioner, as he sought to impress on the ranks the priority which the force has placed on the training of its ranks.
Addressing the ranks that would have received their final training prior to yesterday’s confirmation, Brummel stressed that what the police force sought to do is arm them with the tools to undertake their duties in a more proficient manner.  
“We expect that when you go to your various locations, your supervisors will see changes in you…changes because of what you got while you were in training.”
He reiterated that all ranks of the Guyana Police Force are ambassadors of the noble 173-year-old institution and stressed that no training is invaluable, “no one is perfect, all men are fallible.”
The Police Force, he said, budgeted for in excess $200M this year, but this was not provided in totality, and as such they would have to prioritise.
The Commissioner also used the opportunity to point out in recent years the Police Force has been refurbishing a number of its buildings that forms part of the push to better equip the force to undertake its mandate.
He reminded also, that ranks of the Police Force are always under the scope and said “I expect you ranks to walk that plank of professionalism.”
Force Training Officer, Senior Superintendent Paul Williams, who presented an overview of the training, told those gathered for the event that the modules were designed and structured to address the transformation of civilians into professional ranks.
The initial training, according to Williams, deals with the foundation principles, laws, regulations and standard operational procedures that govern the daily routines of the ranks.
Addressing the confirmation of ranks, Williams explained to the families of those gathered that under the Police Act, it stipulates that a constable shall be on probation for a period of two years after which the rank is confirmed based on his performance.
“The service of any Constable during the probationary period may be dispensed with any time the Commissioner considers that he or she is not fit physically or mentally to perform in such office.”
He explained that two years after a rank would have completed his initial training at the police college, they would be recalled from their postings where further training is undertaken.
Williams also assured that training in the Guyana Police Force continues to be analysed and designed to meet the emerging needs and challenges to ensure that ranks perform their duties professionally and diligently, to the expectation of the public and in conformity with international best practices.
Several of the ranks that would have performed outstandingly during the course of their training were presented with tokens and awards.
Woman Constable 20907 Wilson secured the Commissioner of Police Baton, the highest award, while recognition was also given to best students in the various courses.
