Selection of civilian professional to serve in the Police SMD completed

THE Ministry of Home Affairs wishes to announce that the process of selecting the 10 civilian professionals to serve in the Strategic Management Department (SMD)of the Guyana Police Force (GPF) has been completed.

The 10 civilian professionals will work with the Guyana Police Force to implement the Force’s Strategic Plan.

The interviewing panel comprising the following persons was established on the 1st March 2013;
a.    Major General (retd) Joseph Singh, MSS  –  Chairman
b.    Professor Al Creighton                            –  University of Guyana
c.    Mr. Ronald Webster                                –  Chairman – Private Sector Commission
d.    Cpt. Gerald Gouveia, AA                        –   Member – Private Sector Commission
e.    Mr Seelall Persaud, DSM                        –  Deputy Commissioner Law Enforcement
f.    Mr Andrew Grant                                      –  Principal Personnel officer, Public Service Ministry
g.    Ms Candace Elias                                 –   Treaty Officer, Ministry of Home Affairs
h.    Ms Joan Craigen                                   –    Executive Assistant, Citizen Security Programme

The purpose of the panel as reflected in the terms of reference agreed upon was to interview, evaluate and recommend persons who, in their collective opinion, are suitably qualified to fill the 10 positions which were advertised in January 2013 by the Government of Guyana through the Ministry of Home Affairs.  These positions include:

1.    Head – Strategic Management Department
2.    Team Leader – Strategic Management Department
3.    Strategic Planning Officer
4.    Change Facilitation Officer
5.    Change Communication Officer
6.    Project Coordinator
7.    Coordinator Monitoring & Evaluation
8.    Risk Management Officer
9.    Analyst
10.  Research Officer

A total of 49 applications were received covering all 10 positions.
The interviewing panel commenced interviews on March 9, 2013, and completed the initial evaluation process on March 16, 2013.
On March 25, 2013, Chairman of the interviewing panel, Major General (Retd) Joseph Singh, MSS, in the presence of members of the panel and the Permanent Secretary, Ministry of Home Affairs, handed over copies of the report and the recommendations of the panel to the Minister of Home Affairs,  Clement Rohee.
The names recommended by the panel and accepted by the Government of Guyana will be published shortly.
