Local football administration needs significant improvement.

WHILE the level of any sport is normally determined by the level of administration in place Within the context of football, unapologetically and unreservedly, I must state that of all the associations affiliated to the Guyana Football Federation (GFF) are disappointing, of which the Bartica Football Association (BFA), remains the most disappointing, to the extent that it befuddles my mind as to how its Secretary, Carlton Beckles was ever chosen in the first place to attend an International administrators course a few years ago under the auspices of CONCACAF, compliments of FIFA, in Trinidad. However, before I divulge the harsh but sorrowful realities as it continues to unfold, may I enquire from my friend Carlton, if he had learnt anything? And if upon his return a report was compiled and submitted to the GFF and the BFA?
My basic reason for enquiring is primarily due to a letter from the BFA, to the General Secretary, FIFA, signed by Carlton Beckles and c.c President, FIFA, General Secretary-CONCACAF, General Secretary-GFF and all associations. By the way, doesn’t protocol dictate that such a letter is addressed to either the President or the Hon. Secretary?
And in relation to FIFA, isn’t it prudent that the name of the individual be mentioned? Editor, first and foremost I find it extremely difficult to comprehend in this day and age, the letterhead of the BFA is so vague. Moreso, the length of time the Secretary is occupying the position! Isn’t he innovative? That the letterhead fails to outline the aims and objectives of the association, when it was founded and to whom it’s affiliated? Further, the basic elementary in letter writing pertaining to grammatical presentation is extremely poor, to the extent that most importantly it’s undated.
Additionally, there is no indication that an executive meeting of the BFA was convened to arrive at the decisions. And in the c.c. provided, affiliates of the BFA are omitted!
Meanwhile, in relation to the lifting of the suspension imposed by the GFF General Council on the GFA, FIFA as the parent body of all national federations, via the Confederations can impose or lift suspensions, in protecting the sport’s image worldwide and by extension itself! In the absence of circumstantial and supportive evidence, how can Beckles deem the GFA-AGM, monitored by the GFF, as unconstitutional and unlawful?
By the way, what is the status of the BFA’s AGM? Isn’t it unconstitutional and unlawful for the BFA and other associations of its ilk, with voting rights continue receiving monies from the GFF, compliments of FIFA, toward payments for office rental, staff and utility bills? When in actuality there is no sustained development by way of regular competitions! Out of curiosity, where is the BFA’s office situated, at whose building? Isn’t the entire scenario tantamount to financial impropriety, since the GFF is cash-strapped?
In the final analysis, “with the proof of the pudding in the eating”, it’s beyond my stretch of imagination that Mr. Carlos Powell, President, BFA and 1st Vice President GFF would have failed to peruse Beckles’s letter to FIFA, which in essence points an accusing finger at himself also. And by extension makes him also a part and parcel of gross constitutional misinterpretation and misrepresentation, that the Confederation of UEFA, is portrayed as EUFA, in three instances. Editor, last but not least, that is worthy of mention, despite the fact that the GFF’s constitution at this juncture caters for staggered elections of office bearers. It still doesn’t mean that CONCACAF, as the regional confederation, cannot overrule that specific clause. After a comprehensive study which would outline “the removal of deadweight” that contributes absolutely nothing to the sport’s continued development.
While ”examples are always better than precepts” it would have been better for Beckles to be specific about naming former GFF President, Mr. Colin Klass as a Guyanese official, who remains suspended. Rather than “officials in the Caribbean remain suspended even though the origin of the whole matter has been dropped by FIFA since there is no evidence to support a charge of bribery”. Well, my friend Carlton, as I told you before there was/is and would still be enough evidence to prosecute Klass, since he’s an accountant by profession; former Vice President, CFU and former member, CFU’s Finance Committee. “Tell the Marines”, he didn’t know of the “cash for votes scandal” ahead of the meeting. The investigation wasn’t conducted by the Guyana Police Force! I find you guilty, prove your innocence! Likewise yourself, did you ever call on the GFF executive to convene an emergency congress to deal with the following :
A. Loss of membership by delinquent associations?
B. Obeying the High Court’s ruling by way of injunction, nullifying the GFF executive from meddling in the internal affairs of the GFA? Whereby international transfers were still being granted.
C. Seeking a comprehensive report from the GFF representatives, who attended the meeting in Trinidad, with Mohammad Bin Hammam, that led to the disgraceful public disclosure in the “cash for votes scandal.”
Until a day like today, it remains pertinent to know who from Guyana, collected the brown envelope containing USD $40,000 and what was done with it!
Did it enter the coffers of the GFF, or someone’s pocket?
Despite your ranting and raving, “the angry dog had barked at the moon, but the moon wasn’t disturbed”.
