GUYANA’S Minister of Sport Dr Frank Anthony in a letter that was sent to president of the West Indies Cricket Board (WICB), Dr Julian Hunte on December 5, outlining among other issues, the participation of a Guyana national team at the upcoming WICB Caribbean T20 tournament.
According to the letter which is published in its entirety below, a team selected by the last legally-constituted Senior Selection Panel of the now-defunct Guyana Cricket Board -: Claude Raphael, Hubern Evans and Rabindranauth Seeram – was sent to the WICB.
Discarded West Indies middle-order batsman Ramnaresh Sarwan was named as the skipper, with Veerasammy Permaul being tasked with the responsibility role of vice-captain of the side which also includes Assad Fudadin, Dillon Heyliger, Gajanand Singh and Richard Ramdeen.

Dear Mr. Hunte,
Thank you for your letter dated on December 4, 2012. The comments provided on the draft legislation and constitution has been noted. As I had stated previously the
Government of Guyana would be tabling the Bill to the National Assembly on the 17th December 2012 for First reading.
We anticipate that the subsequent reading would conclude by the end of December 2012. Again we reiterate our position that after the passage of the Bill we would like within the shortest time to proceed to the elections of the Guyana Cricket Board under the new constitution.
We look forward to the West Indies Cricket Board’s full cooperation as we take the necessary steps to make the Guyana Cricket Board into legal entity. We would therefore like to have a meeting under the CARICOM mechanism to finalize the next steps.
You would also recalled that at our meeting on November 24, 2012, the Government of Guyana has asked that the West Indies Cricket Board to appoint an agent to manage cricket while the regularization process is ongoing. You agreed, that the matter would be put to the WICB and a response would be forthcoming within 48 hours. Unfortunately, I have not received an official response as yet.
As you are aware the former Guyana Cricket Board is not properly constituted since most of the members resigned, this was documented and send to you since the 22nd March 2012. I have included a copy of that letter with all the attachments.
In addition an injunction is in force that prevents any member of the former Board from performing their duties as members of the Guyana Cricket Board. I have attached a copy of the Court order of 9th May 2012 that effectively restores the injunctions that had been earlier discharged.
The lawyers have advised that if any of the named members of the former Guyana Cricket Board violate the Court order they will be in contempt of Court. I am sure that a law-abiding organization like the WICB would not encourage a breach of the law.
In the light of the foregoing, the former GCB cannot act as your agent until the Court matters are resolved and the GCB is properly constituted. We would therefore like to encourage the WICB to appoint an agent to act on your behalf during this period.
One of the immediate issues that must be dealt with is the Guyana’s team participation in the T20 Tournament. This is a national concern and we urge that you allow our team to participate. For this purpose, please see below the names of the Guyana National Team selected to participate in the subject Tournament:
