AN action by President of the Guyana Association of Local Authorities (GALA), C. M. Llewellyn John, against the Guyana Elections Commission (GECOM), calling on that body in 2006 to improve its regulations (National Registration), was discontinued on Thursday. The fate of the action was disclosed by John himself when the matter was called up for hearing on Thursday before Acting Chief Justice Mr. Ian Chang, S.C.
Mr. Chang had told John that his failure to have his action heard earlier caused the 2006 elections to be held and therefore the problems complained about were no longer there.
At this stage Mr. John pointed out that he was discontinuing the matter.
In his action against GECOM and the Attorney General, the Plaintiff sought:
(i) a declaration to irregularity, nullity and voidance of regulations cited as the National Registration (Residents) (Amendment) Regulations 2006.
(ii) an Order of Court restraining the defendants, their servants and or agents, all or any of them from acting under the said Regulations purportedly published as Regulations
No. 4 of 2006 in the Sunday Stabroek of April 30, 2006, and as Regulations No. 3 of 2006 in the Guyana Chronicle of April 30, 2006.
The first named defendant is the body charged with the general conduct and supervision of all elections to the Parliament and to the Local Democratic Organs in the Cooperative Republic of Guyana.
