THE government, while giving serious consideration to the opposition concerns and suggestions must present what they believe is the best budget for discussion and acceptance in Parliament for a decision. It is important that the public see and understand why the budget is accepted, amended or rejected. People need to understand that with Guyana’s limited financial resources, the budget must be based on priorities that address the most pressing social needs, while recognising other needs that may encourage greater employment opportunities or financial gains in the long run. Remember, most foreign investors assess the infrastructure, political stability, laws and local work force when making a decision on investments.
For example, increased wages for public servants and others while desirable may come at the expense of other programmes that currently affect the most needy and even some public servants themselves. Parliament must explain and defend the choices they make to those most affected.
