Manslaughter accused Seelall Pharbo granted $350,000 bail

CHIEF Security Officer for Omprakash Shivraj, Mr Seelall Pharbo, whom a magistrate had refused bail on a manslaughter charge, was on Friday allowed bail in the sum of $350,000  by acting Chief Justice Ian Chang, S.C., after being petitioned by Pharbo’s wife, Parbatie Pharbo, represented by Attorney-at-law Mr Rexford Jackson.
The petition disclosed that the 47-year-old Seelall Pharbo had been working for Mr. Omprakash Shivraj for the past 12 years; that the prisoner was arrested on 13th November, 2011, shortly after a shooting incident had taken place  in the vicinity of the Lusignan Public Road, East Coast, Demerara; that, as a consequence of his employment, the accused became a licensed firearm holder in 2005, and has  always conducted himself and  handled his firearm in a responsible and professional manner; that, shortly after the arrest, the police investigator obtained a written statement from the prisoner, the effect of which explained that the shooting incident was accidental and without malice aforethought; that the prisoner appeared before Her Worship, the Magistrate Ms. Judy Latchman, sitting at the Sparendaam  Magistrate’s Court in the East Demerara Magisterial  District, on Wednesday,16th November, 2011, charged on  case Jacket # 3984/2011 for the offence of manslaughter, contrary to Section 94 of the Criminal Law Offences Act, Chapter 8:01, in that he, on the 13th day of November, 2011 unlawfully killed  Permaul  Rampersaud.
On the 16th day of November, 2011, the learned magistrate, after hearing representation from counsel and the prosecutor with regards to the facts of the offence, refused to grant the accused bail and adjourned the matter to December 8, 2011.
After hearing arguments from counsel for the petitioner yesterday, Chief Justice Chang granted the accused bail in the sum of $350,000.
