THE structure of the economy must be revolutionised. The economy must develop in accordance with the economic laws of the country on the foundation of relations of production and the development of the productive forces. The development must be based on scientific planning. The basic means of national production must be put into public ownership. But since it will obviously take some time before the ideal is established, we will need to go through a period of transition. In these circumstances the value of the role of private enterprise is acknowledged. However; such enterprise must not operate in the predatory and exploitative way which characterises its activities in a society. It must satisfy social needs and operate within the regulatory framework of national policy and law.
It is also important to note that while property must no longer be allowed to be used as an instrument of exploitation, this does not mean that individuals will not be allowed to own property. Every citizen must have the right to own a personal property. Which should include asset as dwelling houses, farmsteads, tools, equipment, motor vehicles and bank account?
Correspondingly, the right to inheritance must be guaranteed. The object of economic reconstruction is of course to promote the welfare of the people.
