Head of the Presidential Secretariat (HPS) Dr. Roger Luncheon, during a Cabinet outreach to Linden, Region Ten last Friday, stated that good governance as practiced by the Government has provided the foundation for the progress that has been achieved in Guyana.
Referring to Government’s continued involvement with Guyanese at the community level, through visits and consultations, Dr. Luncheon said these are essentially to reaffirm Government’s commitment to charting a course for the development of its people.
“This leadership is not isolated; this leadership sits on a pinnacle that moves, having mobilised the sentiments and the resources of the Guyanese people in common understanding,” he said.
The HPS reiterated Government’s vision to mobilise and move Guyana forward. He urged residents to note the tremendous energy and effort that it took for Guyana to be where it is today and the confidence with which Guyanese can look forward to the future.
According to Dr. Luncheon, leadership is realised not only at the level of Government, but also by the contributions made through knowledgeable and committed leadership of individuals, families and communities.
He cited the merging of leadership, accountability, vision and implementation as being responsible for the current development here. This, he said, was essential for Guyana after 1992.
“In the Guyana that was inherited in 1992, leadership, vision, implementation and accountability had to be addressed, seamlessly supporting each other to give the result that we have today,” he said.
The HPS added that even though the most enabling and conclusive environment may be present, in the absence of those four factors working together it would be like “casting pearls to swine.”
Responding to criticisms about dictatorship and arrogance at the Government level, Dr. Luncheon declared that Government has chartered a course that provides stability and “when it is time to be proud, we must be proud; and when it is time to recognise success we must recognise it.”
He added that once there is work to be done, and an acceptable direction in which to go, “we need to commit ourselves more to fulfilling our destiny; this is what leadership is about, and this is what Guyanese expect as we move forward, confronting the challenges, to enjoy the successes that are there for all to see.”
He further stated that “the reality of Guyana today, as compared to what is was before, is why we are proud, because we have been able to mobilise Guyanese, we have been able to cultivate a sentiment in which the average Guyanese feels that we have in our favour the right set of circumstances for progress.”
