There are too many instances, which are daily exhibited by indiscipline being abroad in the society. Apart from the notorious violations of motor traffic infringements, the spectacle of violations of the by-laws abound, but the mother of all violations is the dangerous use of the early or most western part of the public road leading into the village Mocha on the East Bank of Demerara.

It is the unbelievable use of over 200 yards of the southern parapet as a dump site by the well known construction company known as Courtney Benn. The materials being dumped appear to be several tons of sand and red loam for road construction. It involves continuous movement of heavy duty building equipment and vehicles, invariably impeding the free flow of vehicular traffic.

Clousseau recognises also that collateral damage is also involved in this abuse of a public facility and wonders if this operation has been extended official sanction?
