Was Goolsarran incompetent or dishonest?

I refer to Anand Goolsarran’s response to a letter in the press, in which he stated that when he joined the Audit Office in 1987 as Deputy Auditor General, he never knew that a certain senior member of staff was Carl Greenidge’s sister until several years later.

In 1990, Goolsarran procured a prestigious scholarship for the same woman to pursue post-graduate studies in England. All this time, according to Goolsarran, he never knew the woman was Greenidge’s sister. Greenidge was at the time the Minister of Finance (1983 – 1992).
Only a fool would believe Goolsarran. As a professional accountant he had the responsibility to ensure there were systems in place to provide him with information regarding any connection between his staff and his clients. If he failed in this regard then he was obviously incompetent. Or was he in fact dishonest? Or maybe both!
And, what about the high flyers in the Audit Office he referred to? Were they flying so high that they also did not know? His entire claim stinks of dishonesty, and ironically he is now the head of Transparency Institute Guyana!
