Foreign diplomats should ask the opposition which is more important

IT’s okay for two foreign diplomats to call for local government elections. However, perhaps it would be better if they were to find out from the opposition which exactly is more important – giving local people a chance to select the leaders they want now under existing laws or waiting forever for improvements to current laws?
Also, are they prepared to accept  elections  in the near future, with only one or more of the four bills passed, with

an agreement that all remaining bills will be passed within an agreed time after the elections?  A time of 90 to 180 days is not unreasonable based on the reported differences.  It is time for the parties to split the differences and move on to other important matters.

It appears that some of the objections are based more on party power rather than progress. The approval of any local government expenditure by the cabinet seems reasonable enough, since they are responsible for the budget.
In any case, they can be forced to explain any vote for or against such contracts before Parliament. It is also important that some provisions be made for the central government to have a say in the use of funds allocated to local governments, for purposes of accountability and effectiveness.
Allocations cannot only be based on the number of regional residents, but also on the greatest regional and national needs. The Parliament has a similar responsibility for central government expenditures. After all, it is about the people’s money.
