THE National Assembly yesterday approved over $3 billion to the Ministry of Foreign Affairs, $892.2M of which will go towards the development of foreign policy. The allocation will enable the ministry to ensure effective and efficient co-ordination and management of the human, financial and physical resources necessary for the successful administration of Guyana’s foreign policy and to advise and assist in the implementation of the Government’s foreign policies and directives.
During the consideration of the sums estimated under the 2013 National Budget, questions were raised on line items dealing with contract employees; areas of focus regarding bilateral relations, administrative reforms with some focus on Guyana’s membership and work within the Union of South American Nations (UNASUR) among other issues.
Supported by staff of the Foreign Service Department, Minister of Foreign Affairs Carolyn Rodrigues-Birkett presented satisfactory answers to questions from members of the opposition benches which led to the approval of the sums allocated.
The sum of $2.1B which has been allocated for foreign policy promotion will enable the promotion and defence of Guyana’s interests worldwide by the execution of a determined foreign policy.
Further, $38.2M will go towards the development of foreign trade policy which will be geared towards the formulation and advocacy of a coherent and effective trade policy that will advance Guyana’s multilateral, regional and bilateral trading interests. The allocation will also help to identify opportunities for developing new markets for existing goods and services and new exportable goods and services; and combine conventional and other approaches to the critical issue of resource mobilisation through technical cooperation with the developing countries and the donor community of the industrialised states, multilateral, financial and development oriented institutions.
