We, the citizens from all across Guyana, have been calling on the Guyana Police Force (GPF) to publish the procedure for reporting noise nuisance. To our disappointment, Mr Seelall Persaud informed the nation via the Guyana Chronicle dated January 26, 2012, that the complainant must provide a statement. We would like these questions to be answered: * By providing a statement how does the GPF ensure confidentiality?
The GPF officers are known for bribery, hence they often disclose the complainant to the polluter. This result in long-term conflict, brutality and can get even worst.
* List the means of receiving statements – is it via telephone or in person, etc.
Senior citizens and children would not be able to provide statements in person due to financial reasons and mode of transport to get to the nearest police station. Also, if someone is reporting a noise nuisance at 01:00hr in the morning, how is that person expected to get to the police station? Let good judgement prevail.
* What information are we required to furnish the officers with?
Our experience has revealed that we were asked place of employment, designation, address, name etc. Every complainant needs to be treated in an impartial manner.
It is time the GPF publishes the national consensus procedure on reporting noise nuisance. Noise nuisance will result in innocent death in this beloved country of ours.
We have reported to the police stations, Police Complaints Authority and highlighted this issue in the newspapers; all fell on deaf ears.
Our only hope is to enlist the help of international organisations and we will continue to write in all the newspapers which can be viewed on the worldwide web. By doing so, the international community will understand the operation of the GPF.
Mr President, in the capacity of Commander-in-Chief, you can make the difference – call for national consultation/dialogue and hear from us. Do live programmes on the television at hours when the senior citizens are awake. We are aware that there is a programme on the radio, but the hour is not suitable for senior citizens as most are on medication and require early rest. Noise nuisance is destroying our mental health and in turn burden the social infrastructure of this country.
We, the residents, have noted that the politicians of this land have contributed to the noise nuisance during the election campaign, making enforcement even more difficult.
Those of us that are fortunate to travel overseas would tell you that no other country blares music as Guyana and Guyanese.
