THE Minister of Local Government and Regional Development, Ganga Persaud on Thursday indicated that his ministry in relation to the Caribbean Local Economic Development project(CARILED), is
pleased to announce that the national coordinator for the project has been identified and was offered a proposal for employment, which was accepted by the individual.The minister disclosed that the individual is Mr. Parmanand Chandernauth who will be Guyana’s national coordinator for CARILED.
Persaud said that the new coordinator will be housed at the Ministry of Local Government and Regional Development when he takes up office.
He also stated that very shortly advertisements will be placed in the media for Local Economic Development Officers (LEDO) for the four start-up regions where the CARILED programme will roll out.
The minister said that initially, the regions chosen for the CARILED projects are Regions 2, 3, 4 and 6.
He added that once the ministry has started the project in those regions it will then move to the other regions as to establish the necessary prerequisites which would enable other structures and mechanism.
He stated that the team from the regional office which is based in Trinidad and Tobago and headed by Dr Naresh Singh is expected back in Guyana during the month of November to have follow up discussions with regards to this project.
The minister said that the team will also be engaging stakeholders in other regions which are a part of the programme, but would not have started up when the other four regions would have already commenced.
The minister also explained that the project in itself continues to receive enquiries from members of the public and entrepreneurs who want to be a part of the project as well as community entrepreneurs groups all of whom may have submitted proposals hence with the appointment of the national coordinator who is expected to take up office shortly, the minister is hoping that there will be a greater information exchange between the local national office and Guyanese who have an interest in the CARILED project.
CARILED is a new, six-year, CAN $23.2 million programme – funded by the Canadian International Development Agency (CIDA).
The purpose of CARILED is to stimulate sustainable Local Economic Development (LED) through the strengthening of competencies and capacities in local governments or local agencies of central government (where no local government exists) in several Caribbean Commonwealth countries.
The project will support around 50 local governments/agencies to implement or facilitate LED initiatives with up to 500 micro, small and medium size enterprises (MSMEs) in seven countries representing the broad spectrum of special characteristics and experiences to the development of LED that can contribute to a robust, dynamic and expanding regional LED program in the Caribbean.
These initiatives will generate lessons, approaches and practices for local economic development that will be used to inform the improvement of national policies, regulations and programs on LED, and to create new tools and management models that will be disseminated throughout the entire Caribbean region.
