Modern devices for inter-personnel communication available

I was taken aback upon visiting the Ministry of Housing and hearing the Permanent Secretary’s secretary being summoned by him via a buzzer. Within half an hour, she had to rise from her seat and enter his room numerous times.

In the 21st century this is appalling. It is antiquated, borders on slavery and is a waste of productive time. Indeed, we are still a comparatively underdeveloped country but this is unacceptable and even unnecessary. Additionally, this is the head of a ministry employing this method to interact with his secretary for effectiveness and efficiency. Strangely, the CEO of the Central Housing and Planning Authority, located within this ministry has a modern telephone intercom device to work along with her secretary.
To compound this aberration, the GT&T has these modern devices which they sell to individuals and companies. These should be the standard devices used for senior personnel within all government departments who need to communicate with their secretaries or members of staff.
