I recently wrote that there are two areas that need an immediate and a more aggressive approach by government and supported by the opposition. A recent letter by Neil Adams on the courts and a report of additional lands being given, if true, to VHPI prompts this letter again on these points. The justice problems will not be solved by only money, but better laws, judges and leaders. A leader of GPF must be able to change the culture built up over years to one of service, best efforts and pride. A leader must maximise what resources are available now, while seeking to increase them. Perhaps, a commissioner from outside of Guyana will best accomplish this.
Two – Project/Contract management. Projects have to be well conceived, contracts given not only to the lowest bidder but the lowest bidder with the best track record and carefully monitored for quality and schedule every step of the way, by competent persons. Investment agreements must be treated the same way, like projects to ensure that Guyana gets all that was agreed upon in the time agreed upon or strong action must follow. No more Amaila Falls road and ferry stelling contract problems.
Any commitments made by VHPI to build a processing plant in Guyana must be done in a reasonable time- frame or no new lands should be made available to them or others under similar circumstances. The mining companies should be strongly monitored to ensure our gold and other resources are not stolen under our noses. All parties should be in agreement with these steps.
