Prudent management, changes needed in Anna Regina municipality

LEGISLATION (28:01) provides for the collection of garbage by the Anna Regina municipality as a service incurred in your taxes. Residents in the township are now being asked by the Mayor to pay for this service at $300 per small plastic bag of garbage. This new garbage tax collection is a serious problem in the municipality, as the poor and downtrodden cannot afford it. Many residents spend  extremely high proportions of their incomes on food and shelter, and having to pay even a small garbage collection fee would cause hardship.
Many non-residents come into Anna Regina daily and, while they contribute to the revenue base by increasing the value of property against which the property tax is levied, they can also be subjected to fees for specific services. A very important issue in this regard is one of both revenue enhancement and fairness.
The Anna Regina municipality must be sure that it collects the equivalent of property taxes from vendors who operate off of rate-paying properties. Fees for vendors should be at least the equivalent of property taxes and should also cover costs the township incurs in collecting garbage and providing other services to these vendors living outside of the township.
It is unfair for taxpayers who are living in the township to pay additional monies for the collection of garbage, while those vendors who are not  living in, but are selling in  the township do not pay for garbage collection when they have finished plying their trade.
A second area where the Anna Regina municipality is of a sufficient scale to operate is with a properly managed municipal  pound for stray cattle roaming the road and streets destroying government infrastructure and private properties.
I believe that prudent management and changes in the locus of responsibility will complement and support the improved financial management of the Anna Regina Town Council and the result will be  greatly improved municipal performances that should be self-sustaining into the future.
