HEAD of the Presidential Secretariat, Dr. Roger Luncheon, yesterday, confirmed that the Government of Guyana has taken the decision to seek external support for investigations into the allegations of rape levelled against Police Commissioner Henry Greene. According to Dr. Luncheon, though it is the constitutional responsibility of the Criminal Investigations Department (CID) of the Guyana Police Force to investigate the matter involving the commissioner, the sourcing of external assistance will seek to ensure a fair probe is conducted.
As he explained the reason for the decision, the Cabinet Secretary said, “The reality of the investigation by CID, to investigate its Commissioner, is obviously one that can pose some questions in the minds of Guyanese and onlookers. An outcome could indeed be questioned because of ranks and officers subordinate to him being involved in the investigation. “To put it bluntly, I’m quite certain that those who inveigle against the commissioner have already deemed him guilty, and might not be pleased by an outcome not supportive of their premature intentions and premature conclusions, and may have questions directed at such findings.”
In addition to this, he pointed out that the decision to seek external help for the CID would offer inputs of some “quality” that would support the local efforts in concluding the investigation, while also taking into account the “perspectives” of the Police Commissioner.
Despite the decision to seek external assistance to aid in the investigations, Luncheon noted that he remains uncertain as to whether any decisions have been made on the exact source of the assistance.
“I am not certain whether external support has yet be decided on; I know that CARICOM law enforcement agencies are the preferred source of support, and I do know efforts were extended in the direction of the Jamaican Constabulary,” Luncheon stated.
Police Commissioner, Henry Greene has proceeded on leave to facilitate an ongoing investigation into allegations of rape levelled against him by a 34-year-old mother of two.
According to reports, the woman alleges that she was sexually assaulted by Greene, on November 22, at a city hotel after seeking his assistance in a police matter.
Investigations into the matter are continuing.
