IT is interesting to read that a Permanent Secretary said vendors at the new market tarmacs, constructed to ease congestion on the roadways are now being used by the various communities for other purposes. He attributed this to the ‘culture of market vending.’ In addition, the Region 3 chairman says that unless the tarmacs get washrooms, fencing and lighting, vendors, will not occupy these facilities. One wonders if they presently have these facilities at their present roadside stalls.
It is amazing how vendors and others in Guyana feel empowered to disregard laws and refuse to cooperate in various ways in projects that are not perfect or the way they want it. Although there was a promise to add the funds for improvement in the next budget, this was not enough. With limited financial resources, people must understand that governments can only do so much at one time and progress may have to come in steps. Unfortunately, the Guyanese “culture of expectations without personal responsibility” does not accept this idea or perhaps does not want to.
