Consultants hand over plan for GPF institutional strengthening
MINISTER of Home Affairs, Mr. Clement Rohee, senior ranks of the Guyana Police Force (GPF) and officials of the Implementation Unit of the Citizens’ Security Programme (CSP) were yesterday presented with the final draft of a strategic plan.
The results-oriented planning model and electronic documentation management system was formulated by consultants from Capita Symonds, one of the largest multi-faceted consultancies in the United Kingdom (UK).
A project for the institutional strengthening of the GPF is a well defined component of the CSP and Rohee told the media that the document emerged from months of comprehensive consultations individually and bilaterally involving the GPF, his ministry, Office of the President (OP) and the consultant group.
He said the process was necessary because of the complex nature and importance of the undertaking that is expected to have lasting impacts on the institutional arrangements within the GPF.
“This document is also testimony to Government’s commitment to carry forward the CSP,” Rohee said.
He explained that the government is committed to that process through reform of the GPF, as its institutionalisation and modernisation continue and is reflected in the document.
Rohee said, after the document is thoroughly reviewed and analysed by the major stakeholders, it will be made available to the public.
Director of Capita Symonds, Mr. Symond Reeves, said his company commenced working on the project with the GPF and other relevant agencies in Guyana since May 2010.
He attested that his team received full support from all those with whom they liaised and has encapsulated the ideas put forward during the consultations.
“The GPF document is about taking the Force forward, modernising it and implementing the ideas that are represented in it. We have established a realistic, relevant, and achievable agenda within the document and look forward to successful implementation,” Reeves said.
Assistant Commissioner Leroy Brummel, representing Police Commissioner Henry Greene, said members of the GPF are honoured to have been able to make their inputs in the plan and expressed appreciation for government’s efforts at enhancing the operations of the Force.
