Basic ABC of electoral politics

PNC/R presidential candidate hopeful, former Minister of Finance Carl Greenidge has joined the attacks on the PPP/C administration. In a front page headline, captioned:  “Govt. will be brought to account for its misdeeds”, he levels accusations against the Government in relation to the One Laptop Per Family programme.
To his credit, he concedes that there are educational benefits to be gained from the use of Information Communication Technology in making all Guyanese computer literate.
But then went on to question the method and guidelines for procurement, and distribution, expressing the view that the “progress of the project cannot be monitored thus leaving room for mismanagement, corruption, and political manipulation in an election year.”

It is unbelievable what a project that, by Greenidge’s own admission, will benefit the nation is causing in terms of perceptions, speculation, comments, et cetera.

What is interesting is that this project has not, as yet, been advertise for tender; yet, all manner of accusations of an improprietous nature are made by Greenidge. How can he, of all persons, level such statements against the PPP/C government, when he had swum in that very miasma during the dark years of his party’s government stewardship?

Maybe, one can understand questions when an actuality does arise; but not when it has not: (in terms of) the execution of the project. And even if the OLTPF Programme commences in an election year, it is the incumbent government’s prerogative in deciding when to commence what programmes.

Further, it is every government’s call in deciding the strategies most favourable to it being re-elected to office. This has nothing to do with “political manipulation” as Greenidge suggests. This is a basic ABC of electoral politics with which the former minister ought to be au fait.
What is the substance of Carl Greenidge’s arguments?
