THEY say prevention is better than a cure. The Delhi CWG problems should be a lesson to all, not just Guyana. Planning, scheduling, coordinating, monitoring/testing each step prior to a final sign off for a project is vital to its success.
Too many times those involved in projects do not follow these simple steps and the cost to reputation and cure is substantial. They have to be one central person responsible to oversee coordination and that the correct steps are taken. The President and Cabinet should demand a proactive approach from all and that they ensure that projects and ministerial responsibilities are carried out by timely inspections and oversight.
Officials should schedule their time to allow for ensuring their areas of responsibility are functioning as expected, addressing complaints and seeking to improve on performance and efficient use of funds and manpower. This is not brain surgery. Commonsense can make a significant difference in the delivery of services. Why not ask officials to give monthly status reports to cabinet in these areas, to stimulate proactive behaviour?
