Where did City Council find the money for trip to China?

A few weeks ago, I read in the local newspapers that once again, the Mayor of Georgetown, Mr. Hamilton Green is complaining about not enough money to run the City. He continues to criticise the Central Government and blame them for almost everything that goes wrong in the city. Mr. Green can have no conversation or interview without pointing an accusing finger at the President or his ministers for the suffering people of this city.
Recently, the government was forced to step in to help council workers get their wages and salaries for last month. It is left to be seen if they would be forced to take similar action this month for the sake of workers.
What is very strange is that the poor financial condition of the council did not stop the Mayor and an entourage of officers from attending the Trade Exposition of China. This is very comical because here is a Mayor who talks all the time about the lack of funds to manage the city, but the very city finds the money to send him and his officers to China. By the way, this is the same gentleman who attempted to chide the President of Guyana for traveling too often to other parts of the world. Now he’s gone again.
As a taxpayer, who pays millions every year to the council, I have a few questions for the council:
1. Could the council say what the cost of the trip was?
2. Who funded the trip?
3. How many people attended?
4. What was the rationale for selecting the people who attended the event?
5. What are the anticipated benefits of the trip?

All around the city there are heaps of garbage, stagnant drains, poor roads and unsightly parapets with bushes and long grass, mosquito nuisance and a toxic landfill site that burst into flames ever so often. People are getting very little service, in some areas no service at all. Yet the Mayor and City Council could indulge in sending people off to events around the world.
If Mr. Hamilton Green is almost always out of this country then why is he still holding on to the position of Mayor? And why is the city allowing a Mayor who cannot point to any positive change he has made during his 14 year tenure to travel anywhere and everywhere using their money under the guise of representing them. Could someone, anyone at City Hall help?
