Home Affairs releases Thomas torture report, expresses regret

THE Ministry of Home Affairs, on Tuesday, released for public information, the Police report into the allegations of torture against teenager Twyon Thomas, while he was in custody.

In a press release, the Ministry said the publication is in keeping with the commitment made by President Bharrat Jagdeo, last November 6.

The compilation is about the treatment of suspects during investigations into the murder of former Region Three (West Demerara/Essequibo Island) Vice-Chairman, Ramenauth Bisram.

The Ministry reaffirmed its confidence in the Guyana Police Force (GPF) Office of Professional Responsibility (OPR) and recognised its efforts in fulfilling the mandated investigation in a professional and efficient manner.

The statement said the Ministry recognises the contribution to and advice offered, by the Police Complaints Authority (PCA), in the matter.

The Ministry said it fully supports the advice proffered by the Director of Public Prosecutions (DPP), in respect of the disciplinary and criminal charges to be laid against GPF ranks, as well as the discontinuance of those against Deonarine Rafick.

None were made against Thomas and the Ministry expressed its deep regret over the allegations of torture in this particular matter, which is contrary to the Standing Orders of the GPF and Guyana’s international obligations.

“Every effort is being made to ensure that there is no repetition of such incidents in future,” the statement assured.

It added that the Ministry offers its deep regrets to the parents of Twyon Thomas and him, personally.
