THE National Assembly is expected to consider Supplementary Financial Paper No. 1 of 2026, totalling $54.9 billion, today, with allocations aimed at accelerating key government development programmes, including retroactive payments for Guyana Sugar Corporation (GUYSUCO) workers, housing expansion, infrastructural works and the Gas-to-Energy Project.
Senior Minister in the Office of the President with Responsibility for Finance, Dr. Ashni Singh, confirmed on Friday that the supplementary financial paper is listed on the Order Paper for today’s parliamentary sitting.
According to the Finance Minister, the supplementary provisions are intended to support a range of critical government initiatives across several sectors.
Among the allocations is $8.3 billion for the Ministry of Agriculture, including $3 billion for GUYSUCO, within which provision has been made for retroactive payments to sugar workers.
The agriculture allocation also includes $807.5 million for the Guyana Rice Development Board (GRDB) and $4.5 billion for the National Drainage and Irrigation Authority (NDIA) to strengthen the country’s drainage and irrigation systems.
The Ministry of Housing is slated to receive $17.5 billion to support its accelerated work programme as government advances its housing agenda.
The allocation aligns with the People’s Progressive Party/Civic’s (PPP/C) 2026 manifesto commitments to expand affordable housing, construct 40,000 new houses, eliminate the backlog of housing applications across all regions and fast-track pending applications. Budget 2026 had already allocated $159.1 billion to the housing sector to reduce the cost of home-ownership and expand access to house lots and homes.
Meanwhile, the Office of the Prime Minister is expected to receive an additional $19.1 billion, including resources for the government’s flagship Gas-to-Energy Project, which is expected to reduce electricity costs by approximately half once operational.
Another $8.5 billion has been earmarked for the Ministry of Public Works to support its expanded work programme. This includes $6 billion for miscellaneous roads and drainage works and $2.5 billion for hinterland roads as government continues to improve transportation links and connectivity nationwide.
The supplementary paper also provides $600 million under the Ministry of Public Utilities and Aviation for the maintenance of coastal airstrips, while $496.3 million has been allocated for water interventions, including the establishment of additional water filling stations.
Additionally, $60 million has been requested for the Customs Anti-Narcotics Unit (CANU) under the Ministry of Home Affairs to support its accelerated operational programme.
The government said the supplementary allocations are intended to reinforce ongoing investments made over the past five years to modernise Guyana’s infrastructure and public services.
These include expanding and rehabilitating drainage and irrigation systems, supporting agricultural development, improving healthcare delivery, expanding housing and road networks, modernising the education sector, diversifying the country’s electricity supply, advancing digital government services and improving the overall quality of life for citizens.
