Court stipulates detention conditions for AWOL Army Corporal

ACTING Chief Justice Ian Chang has issued orders stipulating the conditions under which Guyana Defence Force (GDF) Corporal M.M. Rodney is kept in detention.
The July 3 edict is in response to an ex-parte application by Rodney, relative to alleged contraventions of his fundamental rights under the Constitution. Among other things, attorney-at-law, Mr. Saphier Husain had complained that the arrested soldier was being held in a cell at Camp Ayanganna, in Georgetown, on a charge of being absent without leave (AWOL).
His main complaint, though, is that Rodney was kept in a cell with two buckets for him to defecate and urinate and the faeces in them was kept indefinitely.
After hearing arguments, the Chief Justice ordered that the Guyana Defence Board (GDB), by themselves, their servants or agents be restrained from restricting the movements of the applicant for the purpose of defecation, urination or any other expulsion of waste and to provide proper, adequate lavatory facilities to him when required while in custody at Camp Ayanganna.
The GDB, by themselves, servants or agents and every one of them were also prevented from disallowing the applicant controlled visits by relatives.
Rodney should be at liberty to serve, on the respondent Attorney General and the GDB, a sealed and certified copy of the notice of motion filed in the matter, the court also directed, before the case was adjourned to July 11.   
Meanwhile, Rodney is claiming $60M from the Board as general and special damages.
