REO Rooplall tells witnesses… : Time for behind closed door deals past

THE Regional Executive Officer (REO) of Region 4 (Demerara/Mahaica), Mr. Roplall Deolall said on Monday that the time for signing contracts behind closed doors is past.
He said residents must see what they will be getting, who will be delivering and how much is being invested by the government to make communities better.
Deolall said stricter measures will be put in place to assure timely delivery and quality of work. Speaking at the signing of contracts at the various Neighbourhood Democratic Councils (NDCs), he pointed out that the engineer of the RDC will not be present on a daily basis, which is why residents and members of the NDC need to make sure that everything is done as planned.
The formalities took place in the boardrooms of the individual NDCs of the geographic areas where the works will be executed.
Deolall encouraged persons not to hesitate in reporting anyone not complying with the arrangements, be it dweller or contactor.
The awards were for maintenance of two bridges, rehabilitation of educational institutions and the extension to two health facilities.
Among the works assigned are for construction of a timber bridge at Mary’s Hope and Virginia, Cane Grove; rehabilitation of the Middle Walk Road at Nabaclis, Old Road; Paradise and Cinema Road, Melanie; construction of waiting area at Enterprise and Lusignan Health Centres and rehabilitating Annandale and Bladen Hall Secondary Schools.

Other officials who witnessed the proceedings included Assistant Deputy Regional Executive Officer Ramnarine Singh and overseer of the RDC Deonarine Singh.
Prior to them affixing their signatures to the documents, Rooplall briefed the contractors, in the presence of residents and members of the NDCs on the Administration’s expectations and adherence to deadlines.
He handed over copies of the bill of quantities to each NDC to enable them to monitor the projects as well as to leaders of Community Development Councils (CDCs), farmers and other residents in the various geographic areas.
Duplicates of the agreements were left at the offices of the NDCs to ensure that residents can view them.
Deolall said this was the first set of deals to be entered into for the year 2013 and another set will be inked shortly.
Meanwhile, the contract to extend the RDC administrative building was also signed yesterday, so the extension will provide more accommodation and house offices for the Culture Youth and Sport, Welfare and other departments.
The contactors present assured the gatherings of delivering quality works in a timely manner.
The projects and their costs are as follows;
* timber Bridge at Mary’s Hope – $2,210,200;
* timber bridge at Virginia – $2,028,930;
* rehabilitation of Paradise Old Road – $1,974,080, all being done by SKI Constructing Company.
* rehabilitation of Middle Walk Road Nabaclis – $3.7M;
* Cinema Road Melanie – $2,307,400, to be executed by Plan B Construction Company;
* construction of a waiting area at the Enterprise Health Centre – $1,626,960 and
* rehabilitation of Bladen Hall Secondary School – $1,625,050, to be done by Balwahant Singh Construction Company;
* extension of the RDC building – $3,436,305 and the rehabilitation of the Annandale Secondary School – $5,176,543, to be undertaken by Navin and Sons Construction Company and
* the construction of the waiting area at the Lusignan Health Centre – $1,904,410, awarded to Mohammed.R. Budna Construction Company.
