POLICE Crime Chief Seelall Persaud has said the file on the Dameon Belgrave shooting which took place on October 5 in the vicinity of White Castle Fish Shop at Hadfield and John Streets, Georgetown, is with the Chairman of the Police Complaints Authority (PCA), Justice Cecil Kennard. The Deputy Commissioner (Law Enforcement) said pathologist Dr. Vivekanand Bridgemohan has, since, submitted the post mortem report to the police.
However, Mr. Kennard is yet to make his assessment before the documentation would be handed over to Director of Public Prosecutions (DPP) Shalimar Ali-Hack for further advice.
Previously, Persaud had said the documents were with the DPP, who advised that further investigations be carried out by the police.
The Crime Chief said the three policemen implicated in the killing of Belgrave, a night before his birthday, were under close arrest after the DPP had granted an extension to the time they could be detained. But, following that, the ranks resumed duty.
A post mortem revealed that Belgrave, who was shot while police were pursuing suspicious-looking occupants in a motorcar, died from shock and haemorrhage caused by a bullet which entered and exited his body.
Police reported that the incident occurred about 21:30 hrs after a mobile patrol at ‘B’ Field, Sophia, challenged the occupants of PGG 3506 that was attempting to evade the ranks as they approached.
Belgrave, 21, of Middle Street, Pouderoyen, West Bank Demerara, was standing on the roadway near White Castle Fish Shop when he was shot to his left side and was pronounced dead on arrival at the Georgetown Public Hospital (GPH).
The deceased would have celebrated his 22nd birth anniversary the next day and was having a pre-birthday drink when he was killed.
