Messy affair

I NOTICED that the Government has once again decided to intervene in the messy affair of the city again. I do not understand what is happening; but why does the government have to bail out City Hall from the mess it always finds itself in?
It is difficult for me to count the number of times that Central Government has had to pull out City Hall from the sin of failing to clear the city of Georgetown of piles of garbage which are left for weeks unending in some instances.
I think it is clear that those who have been put at City Hall to look after the affairs of the city are not able to do so and should be therefore replaced promptly. It is a shame and disgrace to see our garden city in such a filthy condition.
Will there be more bail-outs?
