Speaker rules statement by PNCR’s Carberry inaccurate

Speaker of the National Assembly, Mr. Ralph Ramkarran, yesterday ruled that statements made by People’s National Congress Reform-One Guyana (PNCR-1G) Lance Carberry concerning the non-attendance of Government members at an Natural Resources Committee meeting on the Low Carbon Development Strategy (LCDS) were inaccurate.

Carberry made the remarks to the House at last Thursday’s sitting during the debate on the Guyana Model of a Low Carbon Development Path.

At that sitting, he mentioned that letters were sent to PPP members of the House to attend a meeting on the LCDS.

At that point, he was interrupted by PPP Parliamentarian Odinga Lumumba who told the House that Carberry’s pronouncements were far from the truth as no mention was made of climate change or the LCDS in the letter.

He also offered to read the letter the PNCR-1G Parliamentarian was referring to, but this was disallowed by the Speaker who informed the House that he will have to read the letter and other pertinent documents to verify the truth of the matter.

The Speaker assured the National Assembly that he will make a ruling on the issue at the next sitting.

Ramkarran, as promised, yesterday ruled on the matter, and informed the House that indeed, as Lumumba had pointed out, the statements by Carberry on the invitation to Government members to attend an Natural Resources Committee meeting on the issue he claimed was inaccurate.

He pointed out that though the pronouncements by Carberry were made with good intentions, these were not reflected in the letter.

It should also be noted that during that debate, a similar suggestion was made by another PNCR-1G Parliamentarian, Winston Murray.

The motion on Guyana’s Model of a Low Carbon Development Path was approved by the National Assembly with the support of the opposition but with some reservations.

Members of the opposition had previously boycotted the debate on the Low Carbon Development Strategy (LCDS) motion in August.

And again, at last Thursday’s sitting, the People’s National Congress Reform-One Guyana (PNCR-1G) Parliamentarians walked out of the National Assembly after the Government side of the House declined to heed their proposed amendments to the motion.
