WHAT recourse do people have when so many issues which are raised in the news or letters to the press seem to be ignored by so called leaders or high placed persons? Most people first contact with governments is with the Public Service (no longer called Civil). We receive a form of “shared governance”, by sharing their frustrations and bad manners. It is clear that too many officials and public servants at all levels are failing to do their jobs, and salary cannot be used as an excuse for not managing or doing their jobs better. Perhaps, Participatory governance should be practiced first before shared governance. Civil society must demand more from the President down to the local government clerk if our lives are to be improved.
