Multi-stakeholder national defence policy strategy being crafted

PRESIDENT Bharrat Jagdeo disclosed yesterday that, within his office, work is ongoing, together with the Army Chief-of-Staff, Commissioner of Police and Minister of Home Affairs, on crafting a comprehensive national defence policy strategy.

He told the annual Officers Conference of Guyana Defence Force (GDF) it will not conflict with the present one but be a broader multi-stakeholder approach which, once crafted, will be made available for officers to peruse and comment on.

President Jagdeo said it is an exciting venture and there are many solid components already in place but what is needed now is an integration of all into a productive whole and there is hope that Parliament will be involved in the process at the appropriate time.

He admitted that defence is purely within the realm of the Executive but said there is a desire now to have inputs from the legislative branch of Government into the security strategy, at least at the macro level.

“We have excellent security plans, the thing that we have suffered from in the past is, maybe, lack of coordination or lack of a clear establishment of the linkages between the different components,” the Head of State opined.

President Jagdeo revealed that there is also a strong plan to develop the forensic capabilities within the Police Force, a drug master plan as well as a plan for work improvement in three components in the criminal justice system.
