–accused of launching verbal attacks on complainant in sexual assault case

PAUL Slowe, a former top-ranking police officer, is once again in trouble as the Guyana Police Force (GPF) investigates another serious allegation under the Sexual Offences Act made against him by a female.
Back on October 18, 2021, Slowe was charged with three counts of sexual assault committed on the said female.

These charges have been pending in the Georgetown Magistrate’s Courts. While awaiting trial on these charges, Slowe’s actions have remained controversial, particularly on social media.
Since being charged, the police said he has been active on social media, where he has made numerous posts targeting the complainant involved in the case.
“The defendant, Paul Slowe…has been exhibiting criminal behaviour on the social media platform with his malicious attacks on the female [complainant], thereby causing her to endure more trauma and irreparable harm and such action is contrary to the spirit and true intention of the Sexual (Offences)

Act. These utterances and attacks…represent a clear breach of the Sexual Offences Act of Guyana,” the police said in a statement Thursday.
The statement added: “Having received a report of this breach, the Guyana Police Force, in accordance with its clear mandate — Section 3 (2) of the Police Act, Chapter 16:01, “the due enforcement of all laws and regulations which it is directly charged”, in collaboration with its overseas counterpart, has commenced an investigation after which legal advice will be sought as it relates to charge(s) to be instituted. The probe is ongoing.”

After he was charged, Slowe started a broadcast programme on Facebook and YouTube titled “Speaking Out: Exposing Corruption and Incompetence”.
In June, Slowe was ordered by the High Court to pay $10 million in damages to Head of the Special Organised Crime Unit (SOCU) Fazil Karimbaksh for slander, a form of defamation. The defamatory statements were uttered by him during his social media programme.
