Infrastructure Strategic Plan for early 2020

A FIVE-YEAR strategic plan for infrastructural development in Guyana, which will take into account the needs of the country as an oil-producing nation, is expected to be completed by early January 2020.

The Ministry of Public Infrastructure (MoPI) said the plan will also take into consideration Guyana’s Green State Development Strategy (GSDS) which aims to transform the country into a state that achieves balanced sustainable development.

It will identify the MoPI’s main areas of focus and set a roadmap for the execution of functions over the next five years, based on current and future opportunities and challenges.

Thus far, contracted consultant Hilton McDavid, has completed and submitted his first deliverable, the plan’s Inception Report which outlines the project’s work plan; identifies key stakeholders to be engaged and indicates a proposed outline for the final report.
“The consultant reminded us that all the agencies under the ministry must have an input in the strategy, since this strategy will be covering and also linking all the agencies under the ministry via this strategy,” Chief Works Officer Geoffrey Vaughn told the Guyana Chronicle.
He said that no challenges have been experienced thus far.

The efforts began on July 9, 2019, with an expected January 9, 2020 completion.
Other deliverables of the project will see the holding of a one-day strategic planning workshop for key agency personnel of the ministry; submission of a draft strategic plan; presentation of the assignment’s main outputs at a second workshop and, finally, the presentation of a final strategic plan.

The consultant must also develop a results-based Monitoring and Evaluation Framework and a comprehensive monitoring plan.

McDavid works closely with the Central Transport Planning Unit of the ministry and reports to the chief transport planning officer.
