Region 3 REO minimising chairman

Dear Editor
I wish to respond to letter captioned “Regional Chairman was loud at the Regional Democratic Council meeting dated Saturday, September 3, 2016 that was published in the Guyana Chronicle.It must be noted that the writer of the article (Prameshwar Ramdial) of La Jealousy, Region Three was not present at the meeting nor does he exists in the above name village of Region Three. The person who is the writer of this article appears to be insane and is mischievous in his wiring. I know who the individual is.
I wish for the public to note the following:
1. The Regional Executive Officer (REO), Mr Denis Jaikaran was late for the RDC statutory meeting that morning, since he had a caucus inside of his office with the APNU/AFC councillors of the region.
2. When the meeting was scheduled to begin, Mr Denis Jaikaran was in his office and the Deputy Reginal Executive Officer, Ms. Ameena Hinds was sent by me to call him.
3. He subsequent came in a haste and sat at the head table without saying good morning, which is a norm.
4. The meeting then commenced and the REO, who is the Clerk of the Council, was asked to respond to an issue emanating out of “Matters Arising” to inform the council on a letter he was supposed to write to the Minister of Business garnering information on the seizure of work pertaining to the Plantain Chip Factory in Wakenaam.
At this point, the REO stood up saying that he has nothing to say on the matter since a perpetrator was on the television last evening, speaking on the issue.
I subsequently asked the REO to respond to the specific issue that was before the council.
Again, the REO said that he had nothing to say on the issue, picked up his books and instructed the APNU/AFC councillors and Heads of Department to leave the meeting followed by the Deputy Regional Executive Officer. According to the Public Service rules, the REO is the Head Public Servant in the Region and should be professional at all times.
5. The writer is contradicting himself when he stated at the beginning saying seven APNU/AFC councillors walked out of the meeting and later in subsequent paragraph, he stated nine councillors walked out of the said meeting.
It seems that this writer does not know simple mathematics and need to go back to nursery school.
Please note that a decision was taken by the council at its last statutory meeting held in July 2016 for the Clerk of Council, who is the REO, to write the Minister of Business for him to supply to the council a copy of their report that was done by his Ministry pertaining to the effects of the cessation of works on the Plantain Chip factory in Wakenaam. This was a decision of the council and not of the Regional Chairman. No report was ever sent to the council on the issue mentioned above as was stated by the fictitious writer.
It was said by the writer that the Regional Executive Officer is seen as a God in the region.
I wish to state the following for the general public to be the judge:
(a) The REO does not communicate with the Regional Chairman who is the elected Head of the Region.
(b) The Regional Executive Officer has reduced the Chairman’s fuel to five gallons daily (Monday to Friday) and none on weekends.
This is hampering the Chairman’s movements inside the Region since the fuel is totally inadequate for an eight cylinder vehicle to use daily. As an elected official, the Chairman is entitled to sufficient fuel on a daily basis. It must be noted that the REO assigns on a daily basis (Sunday to Saturday) to known APNU/AFC activists vehicle to traverse the Region daily using the Region’s driver. It should also be noted that these activists are not employed by the Regional Administration of Region Three and therefore is not entitled to a vehicle.

Many days the Chairman has to wait for the REO to sign the fuel book which he sometimes does not until the next day. This hampers the Chairman’s movement for that particular day.
(c) The REO has never attended the Chairman’s weekly meetings since his assumption in the Region on 2015/10/01.
(d) The REO has withdrawn his Heads of Department from attending monthly meetings with the Reginal Chairman.
(e) The Secretary and the driver to the Regional Chairman contracts were not renewed but other staff members older then them had their contracts renewed.
Presently, the Regional Chairman does not have a driver to work after 16:30 and during the weekends.
(f) The REO spends the Chairman’s allocated monies without his knowledge. Those monies were spent on political activities for APNU/AFC.
(g) For Emancipation celebrations all staff were attained by the Regional Administration for the event. It must also be noted that persons of African decent were given hampers while nothing of that sort was done for Indian Immigration celebrations in the Region.
I can go on and on, but I am asking the public to determine if a man of that nature is compared to God, then where we are heading.
