THE issue in determining if the House can cut the budget is not the Speaker’s responsibility to rule on.
Mr. Raphael Trotman is not the legal adviser for the National Assembly, and that Assembly is run by its own rules. In fact, the Speaker’s role is to make sure that any motion, proposal, etc, is properly put before the House based on the Standing Order for debates, discussions, etc; and that the members conduct the nation’s business in accordance with the code of conduct they set for themselves.
Any majority decision of the House, based on the constitution, laws and standing orders of the House has to be respected, unless otherwise stated by the identified instruments.
Simply put, the Speaker has no role in determining whether the National Assembly can cut a budget.
It seems as though the Speaker of the House just gave himself more power than the President of Guyana.
If the PPP/C allows the Speaker of the House and his PNC cohorts to trample on the constitution, then the PNC will have achieved its objective in grabbing power through the back door.
It means the President, who is the Commander-in-Chief, will have absolutely no say in how the country is run.
It means the Speaker of the House, Trotman and his PNC buddies will be running this country from Parliament and therefore no need for the court to be the guardian of the constitution.
Will the Speaker and his PNC buddies move next to dismantle the Supreme Court?
It seems as though the PNC, through the Speaker of the House,have given themselves that power to do so.
