THE Appropriation Bill is constitutional only because Parliament and the President made it so. Should there be a showdown: Parliament, The President (Executive) and the Courts (Judiciary)–the three arms of the State would need to resolve the matter (note: it does not include the media).

When the Executive made the Bill into law, together with Parliament, the court could not overturn it alone….as it is 2 (Parliament and The Executive) against 1 (The Judiciary).
The President had a deal with David Granger. This is why he made the Appropriation Bill into law. David Granger has since back pedalled on this deal.

How can David Granger ever be trusted again?
